The international drug trade poses a direct threat both to the United States and to international efforts to promote democracy, economic stability, human rights, and rule of law.

The international strategy maintains interdiction as an important component and emphasizes the United States' pursuit of cooperative efforts with other nations, that possess the political will to defeat international drug syndicates, in building their institutions, attacking drug production facilities, interdicting drug shipments in both source and transit countries, and dismantling drug trafficking organizations.
